The hair is made of embroidery floss, as are the bootlaces. And yes, the boa is an extra froufy pipe cleaner kind of thing. Her creator could probably be more specific about materials and process. :)

The hair is actually silk embroidery ribbon, but the bootlaces are embroidery floss that I sewed through the eyelets of bitty-frikken-wee Japanese doll boots. The boa is some strange hybrid between "eyelash" yarn, and wired ribbon; I got it in the ribbon section at the craft store.
