what do you do with a naughty kitty?

snugglekittyActually, the question is about bored cats, but I wanted it to scan along with "Drunken Sailor."
Our more active cat is bored. Extremely bored. He no longer wants to play with his favorite toy. When he is bored, he acts out. He bites us, attacks his brother, etc.
We got him some new toys, and they've limited the waves of naughtiness... but not done much else. We can't let him outside because we live too close to Mass Ave.
What do YOU do when your cats are bored?
