where is that thing, darn it?

So, someone cool on my Friends list recently posted something about a petition that suggests the US use one percent of its budget for foreign aid, education, and other good stuff.

I have looked. I can't find it. (Although I did find a page talking about how the government shouldn't do foreign aid because we're generous enough already... sigh.) Googling was unsuccessful, so was surfing the journals of the people I thought it might have been. Can whoever posted it post the link again, in the comments?
